The Delhi State Consumer Disputes Redressal Commission has pulled up the Delhi Development Authority (DDA) for its "callous attitude" and has ordered the civic authority to pay Rs 3 lakh in compensation for failing to provide a buyer with a "habitable house", even 17 years after he made the full payment for the flat. The compensation has to be paid within 30 days.
DDA was also pulled up for flouting the orders of the commission, which had asked the agency to inspect the flat allotted to complainant Pramod Pal Singh.
"The complainant has been deprived of possession of the house from February 1, 1996, and till date, the property in question has not been made habitable due to the callous attitude of DDA," a bench comprising members Salma Noor and V K Gupta said.
Singh had approached the commission in 2003 with a complaint regarding the allotment of a house in Pocket 1 of Sector 25 in Rohini Phase III.
In his complaint, Singh said by 1996, he made the entire payment of Rs 4 lakh for the flat allotted to him in February 1996. However, he said, when he checked his flat before moving in, he found that it lacked basic amenities.
Singh said he wrote over 12 letters complaining to the DDA, but the agency did not take any action. Also his neighbours had 'illegally' expanded their house, blocking the air and light to his flat, he said.
